Both democratic and republican lawmakers expressed outrage yesterday that the Bush administration wants them to sign off on a financial bailout bill that amounts to the cost of two Iraq wars with less than a week of debate.

The F.B.I. is investigating four major U.S. financial institutions whose collapse helped trigger the bush administration’s $700 billion bailout plan.
